J1 waiver

Hi Friends,

I want to shift from my present position to new position with another University. I am on J1 visa now and in California. I read that when DoS is come one can apply for H1 visa though the final waiver is not come.

I got DoS recommendation letter in November. I got INS receipt letter which says I get final waiver in 3-4 months. I did not receive any final waiver till now. I belong to California service center.

Can I apply for H1 visa with another University which is not in California but in other state which comes under another service center? or do I have to find a sponsor in the same University because with DoS I cannot move to another University?

Please give me reply.

I am sure you can petition your H1B with DOS waiver letter irrespective of the state you are applying your H1B; only the visa stamping requires the final INS approval.
If you are moving and can't have someone redirect your mail (like your land lord or the university: which is risky though) I guess you have to inform INS about the address change.

How long did it take to get a waiver after you application was recived at the DOS (I mean the recieived date on the DOS website).

WHAT WAS THE RECEIVED DATE FOR NO OBJECTION CERTIFICATE AT THE DOS.i HAVEN'T RECEIVED MY DOS LETTER AND IT'S 9 WEEK SINCE THE nO OBJECTION STATEMENT WAS RECEIVED AT THE DOS.
HELP....
