J1 Waiver

Hi
I have applied for J1 waiver to the DOS in Dec 2004. DOS has received all the required documents and the case status is shown to be pending (website). As per the website the wait time is 12-16 weeks. Anyone experienced delay beyond the given wait time and if so how long?
