Would appreciate the feedback based on the following sentence
"USCIS will and does consult with the U.S. Department of State on a case-by-case basis when it is impossible for the benefit requestor to satisfy the two-year foreign residence requirement."

I do not fit into any of the regular categories.
  • Exceptional hardship to U.S. citizen or lawful permanent resident (LPR) spouse or child;
  • Persecution;
  • No objection;
  • Interested U.S. government agency (IGA); and
  • Federal, state, and Conrad 30 programs for foreign medical graduates.
