Are J1 waivers transferable if somebody is transferring from one postdoc position at on university to another postdoc position in another university?

My wife has a waiver for her current J1 position. My employer wants to apply for outstanding waiver for me (I-140 and I 485). However I am not really sure if my wife can apply since she will be accepting the second postdoc position soon.

No. Your wife should get a different kind of visa---not J-1. Once you get the waiver, you cannot extend your current J-1, and you may be subject to the HRR on any new J-1 (you may even have trouble getting another J-1).
