J1 waiver required?

Hi!
I had a J1 visa from march to october 2009, it is subjected to the home residency requirement for 2 years.
When the Visa expired I came back to my home country.
Now I'd like to go back to the U.S. since I have a research proposal for a PostDoc position.
Do I have to apply for a waiver?? If so and if I will receive the waiver, can I apply for the extension of my J1 or do I have to apply for another type of Visa?

Do you fullfeel 2 year presence in your home country?
If you dont want to fullfeel 2 year homeresidency requirement, you have to apply for waiver
if you get waiver, you cant apply for extension
you should apply for extension before waiver
you may have to go for h1 b visa, if you get waiver
 
You DO NOT need to get the waiver or satisfy the 2-year rule before applying/extending another J1 visa.
The 2-year rule only prohibits you from changing your status to H/L/K visa and GC. You can still apply for another J1.
In fact, I have held three J1 visas (all with 2-year rule) within the period of 2 years.
 
when I apply for waive, what i can write for reason? I dont know what reasons re acceptable exactly ? do u know anything about that ?
