Partial help
From what I gather the NORI cases take a while to get sorted out at the Indian side, so I would wait on getting a case number, may be things wil change. You can get the case number instantaneously when applying on line.
However to speed and time things perfectly I would get a case about a week or two before the NORI (NoObj) is approved and is being readied to be sent to DOS.
As for a lawyer....I personally believe tha tgetting a lawyer for J1 waiver is waste of time, except the hardship/persecution cases. Otherwise, you'll be shelling a thousand or more for no reason, besides getting done yourslef is quite easy.
I had a free consultation with a layer (I just started my waiver No-Obj) and he flatly told me only case of persecution or harship are worth getting a lawyer for.
As for the statement here is what every body had said (I di this myself).
1. Keep it simple, honest and straighforwards.
2. Not too long but not too short either.
3. Most importantly make a case for why you want a waiver and why you wnet back on your original committment of going back to serve your country.
Make it so the reviewer believes your statements (No outlandish stuff).
Here is how I wrote mine (It took me about 48 hours to ironsmith it and make it sound just right).
Introduce yourself, your career, expertise, etc..., etc...
Talk about why you want a waiver first, then how would that not contradict the purpose of the program that sponsored you. How would you reconciliate betwen staying here and serving the original intent (Some people said that going back would mean an end to their research, ..or may be more helpfull to their countries staying here ?, etc...)
State any thing or put forth any evidemnce that support that line of thought.
Close by stating that staying back (Not serving the 2yr HRR) would/may be more benefitial to the original intent of your J1 program.
