J1 waiver No objection problem (it urges, please read)

I hope i will find a soulution in this forum.
I have a J1 visa that will expire in february 28, 2006. My J1 visa and DS2019 form stipulate that the two years rules do not apply for me. But the company that sponsor me wanted to hire me (H1-B), so they started looking if i can work here and we noticed that the 2 years rules apply for me cos i studied CS which in the skills list of my country. However, i need i non objection letter from my Ambassy. I went there and they (my ambassy) told me that they only give such letter for people who want to continue to study or do a research programm. They do no want to give it for people searching for a job.
I am very disappointed, i didnt know until yerstarday that i will need i waiver.
My questions are:
- when you apply for a waiver did you have to explain them (Dos) why you want to stay here for example for job or study? do you have to give details about where you want to work and so on?
- When you receive a recommandation from the DoS ,is this recommandation only saying that you dont have to go back home or it is giving details about the status you want to change your current visa on (or what you plan to do)
- can you work for any company if you want, if you have a waiver?
- do a H1-B visa have something to do with the waiver?

i know there too many questions,Please, if you can answer only one these questions i will be very happy. If someone have another suggestion about what i should do,please help me pleaseeeeeeeeeee, it urges.thanks

Yes. You have to write some kind of justification. You do not have to say where do u want to work. I did say that the work I started are halfway through and therefore I need more time to finish them.

Reccommendation basically means you can use it to change your status from J1. It doesn't say anything else- can you work for any company if you want, if you have a waiver?
As long as you get a sponsor yes.

If you are subjected to 2 year rule then yes..but in your case since you are not initially subjected to rule..I am not sure. May be it is a good idea to consult an attorney and probably you can directly apply for H1B visa.
