J1-waiver- H1B- VA madness

I have a job lined up at the VA. They applied for a waiver on my behalf and the DOS website says that a favorable recommendation was sent (7/27). I haven't received any notice in the mail from DOS yet (apparently it takes a couple of weeks).

Questions:
1) Can my employer file I129 via premium processing despite the fact that I have not received any letter from DOS yet or do we have to wait for it?
2) Is there any advantage of filing I129 and LCA now via regular processing and then upgrading to PP once I get the letter from DOS?
2) Based on where I'm at right now, what's the estimated time of arrival of my actual H1B if I go through premium processing.
3) Do I have to file anything else with USCIS besides the I129 and the LCA in order for my waiver and my H1B to be apporved by USCIS?
4) How long after approval of mu H1B should I expect to receive the notice of approval of my waiver from USCIS? Do they come together when I go though premium processing? (I need to leave the country and understand that I need the USCIS approval of the waiver when applying for a stamp at a consulate)

All the things you want to do to speed up the process probably requires immigration lawyer help. I'm pretty sure however that the favorable recommendation notice makes your application a done deal and receiving the paper is likely a 5-6 week wait. A lawyer could likely base your application on the favorable recommendation and get you started. check with someone else on the forum that is more knowledgable.
