If I can get hired by a state university, can the state university act as a state government agency and ask for a waiver of the home residency requirement.
 
The answer is no.You University will act as an Employer who will provide the contract to Department of Public Health of the state X(I dint know where you live), who is your IGA.Only IGA will forward recomm. to DOS in DC for further processing.This is all aplicable to Conrad 30 path.
 
Thanks for your reply. You mentioned Conrad program. I am not a physician. I just have a PhD in rehabilitation science. Now, I am trying to start my practical training.

Do you advise me of making sure that the university will send a petition to the
IGA before being hired.
 
University needs to send a contract to IGA , rather then petition, describing the nature of work, salary,etc.
