Since the employer not willing to start the GCprocess,by offering to pay for the expenditure may be RIR process should be initiated by me. If anyone has done it could you help.

If your employer is "not interested" in helping you with the GC processing, that only means that he/she is not interested in having you long-term. You may look into this further. as far as any LC processing goes, you CANNOT do it on your own. Your employer has to do the advertisement and sign every single paper that is involved in the processing, even if you (or your lawyer) prepare the papers for him. As a matter of fact, the DOL and later INS will not even officially communicate with you, but only with your employer, who is the petitioner.

Just wanted to add that your employer might not be willing to pay for the process but may be willing to give you the required documents so long as he/she does not have to incur costs.
Discuss this further, get your own lawyer and do RIR only.
