J1 waiver: applying for NORI

Hi, I am applying for the no objection certificate. As per the requirement, I need to send the attested documents to State Government, Center (Dept of Edu, MoHRD) and The Regional passport office where my passport was issued.

My case in bit different: My first passport was issued at Bareilly (UP), second passport was issued at Colombo, Sri Lanka. My home state is Karnataka. If anyone come across such situation or from past experience, could you kindly suggest where should I send the third set of the attested documents?

1. Bareilly (UP) where first passport issued? or
2. Colombo, Sri Lanka where second passport (current) issued? or
3. Bangalore, Karnataka, my home state?

Second passport indicates that you are a national of Sri Lanka, if it is true, find the formalities to be done to get No objection from Sri Lanka and forget about Indian government process.
 
no, my second Indian passport was issued when i was working at Colombo through Indian consulate based in Colombo...
