J1 Visa application

Hello everyone,
I am on OPT for F1 visa starting residency this year on J1
Have the following queries, Pl advice
1. The statement of need has to come from the Minitry of Health in India or can the Indian Embassy In DC issue it?
2. I have already been in the US for a couple of years on F1. Do I absolutely require to write the written assurance with the Ministry of Health
3. If I go for J1 waiver in a left wing state and require a NOC, how easy is it to get a letter from the Health Ministry for NO Objection? Has someone done that?

This is very bad situation. Being on OPT, you should have taken advantage to start on H1 and not J1. once a J1 always a J1.
so think multiple times before you sign on J1.

both can do it. The India Embassy in Washington DC will issue it for 1 year only; and during that 1 year time, you have to sign the Bond with Govt of India and submit it to Ministry of Health at Nirman Bhawan Delhi. All future NOCs will be issued from Delhi. It is the first NOC that can be issued by Wash DC embassy.

:D waiver in a left wing state. :D
Physicians on J1 can NOT get away from HRR with an NOC. They have to serve 3 years in underserved area/VA/ARC/DRA/HPSA/MUA or go to their home country or get asylum waiver.
