J1 transfer and academic training

I'm on J-1 about to graduate (December) and I need to transfer my program sponsor and apply for academic training immediately afterwards. For whatever reason my current VISA sponsor will not authorize my academic training, hence why I have to change sponsors.

How long does the transfer process typically takes? Is it ok to transfer and apply for AT?
