I have a J1 visa with two year home residency. May lawyer told me that I do premium processing of H1B visa while serving the two years so that it can be ready by the end of the two years. Is this true?

Another lawyer told me not to begin even filing for H1 B before the end of the two years.

Which one is telling the truth?

the 2nd lawyer is right, your H1b petition will not even be considered without evidence of either 2yr HRR or an approved waiver from USCIS.
