J1 to F1 with Pending I-130

We are learning of a mistake the hard way. My wife filed I-130 for her sister in August, 2005, while she was in Aupair. In Feb., 2006, her sister filed I-539 to change her F1 to J1 to attend college. Her Aupair ended March, 2006. Because of the pending I-130, her I-539 has been denied. We would like to cancel the I-130 and reopen the case. My wife's sister is already attending college. Is it possible that they will approve her change to F1 after cancelling the I-130? What other steps should we take?

I have a similar case. When I-539 was filed, did the applicant explain anything about previously filed I-130 on I-539 application?
