J1 subject to 212E to H: how long? How complicated?

My profile:
Passport: China Mainland
Major: Hospitality Business Management
Visa status: J-1 trainee visa subject to 212E.
Visa expiry: 1st, Sep. 2006
Absence from states during the 18 months internship: Feb. 2006, the whole month working in Torino for Winter Olympics 2006 (thus reapplication for a renewed J-1 then)
My questions are:
1. If getting a 212E waiver easily took 4-6 months, is it too late for me to start now?
2. How long does the H visa application take? Is it a H2b? Since my J-1 expires next Sep, I am still legally allowed to stay in states if by then H is still in process?
3. How much money should I prepare for the waiver and H application?
