Here is my situation.
I came to US as an exchange student in 2002 with J1 visa and stayed in US for two years.I went back to my home country after I completed the classes in 2004. I paid tuition by myself and didn't receive any government funding. I was subjected to two years rule based on the skill list. I did not get J1 waiver during the two years.
However I came back to US to continue my graduate study in another university in 2005. This time I got F1 visa. My current status is still F1. And I got a job offer early this year and the employer will sponsor my H1b visa after I graduate in December 2006. I heard that the two year rule which required by J1 will effect the H1b application for me. So I want to apply for waiver based on no-objection from my home government. Here is the thing. Since I went back to my home country after my first J1 , is it still possible for me to get waiver approved from US government?
I just started my application on-line. I need to write a statement of reason in order to get the case number. I was wondering what kind of reason I should use? Can I say I have a job offer now and will apply for H1b visa later?
