J1 for doctors

my wife is a doctor and has all the requied documents for the J1 visa processing except one letter from the Ministry of Health India which she needs to get stating that its an exchange physician program and that she will come back to india after the visa expires for 2 yrs to the home country. How to get this letter from the Indian government and whom should we approach for this.

regarding your question on where to apply..

you dont have to go to india if you are here in USA,in that case send to indian embassy in washington DC.If you are in india and you need that then you have to send to ministry of health in newdelhi.
