J1 : 2 year rule

I am in US on J1 Status. I recently initiated the waiver process. I have a following queries which i could not find in the forum. I have the NORI form attested from US consulate but no information on how to go about from here.

1) What will the home authorities (passport office, education ministry, and deptt of home) exactly do? Do they attest the NORI form and return back.. Or do they write a seperate No Objection Certificate?

2) Will they directly communicate with respective US consulate and send a copy of certificate, or do I have to get it back?

Anybody, who had been through getting clearance from indian authorities and knows the intracacies, please comment on it ..

any links to information on other portal would be appreciated.

1) U need to send them the attested NORI's so they will have a look at them and each one will issue u a No Objection certificate .
2) At times they directly send the NORI's to the consulate and at times they will send on ur address.

In my case Passport office send to me directly and Human Resources send to the Indian consulate.
