J-1 with HRR waiver NOT subject to H-1B cap of 65,000?

I have a job offer with H-1B. However, my J-1 waiver is still under processing with DOS. I am very worried about the H-1B cap that will ran out by July-Aug, 2006. I just read in this website that J-1 with a 2 yr HRR waiver is not subject to H-1B cap!
