If one is on J-1 waiver through Conrad 30 program and has to change employer due to extenuated circumstances, would he/she have to go through the same quota for the fiscal year? Also, if the H-1B visa is to be sponsored by the new employer, would this be counted in the 50K spots/year? Thanks.
