J-1 waiver, apply to whom

my son came to India by the end of june , so where should he apply for the waiver application for attestation, whether it should be Embassy of India, Consular wing, Washington DC or New york or somewhere in India, what jursicdiction it will lie, thanks if somebody can guide us,
