IV Expiry Date Precedes Issuance Date

My stepson (IR2) had his Immigrant Visa interview on 18Oct in New Delhi. Today he received his passport and sealed packet to present at the POE. On his IV the expiry date is 14SEP2010 and issuance date is 18OCT2011.

I am confused as to why the IV expired before the visa was issued.

Is this normal????

Contact US embassy immediately. It obviously is an error. The embassy will fix it. IV normally has 6 months validity.

Contact US embassy immediately. It obviously is an error. The embassy will fix it. IV normally has 6 months validity.
