This is my theory why INS has consiously slowed down processing on 485's. they were loosing substantial revenue when
EAD's and AP's were not being renewed . When cases take about a year to approve. EAD and AP approvals start floating in .
their cash register are ringing.
E.g INS Vermont at 1000 485 applicant a day .
per month that makes it 25 * 1000 = 25,000 .
$125 per person for revewal fees = $ 3.2 million per month
per year that makes is 3.2 * 12 = $ 39 million /year
for all INS 's combined = 39 * 4 = $ 156 million .
INS is in Business just like everybody else.
