Is this August 16 receipt date or notice date? I dont remember when my lawyer sent my 140 to USCIS?

The only correct RD and ND are specified in your I-140 receipt. On-line case status shows something inconsistent, probably the date they entered it into the system, i.e. I would not rely on that nonsense.

The Aug 12 date seems like your Rd, but as vp123 mentioned it could change to reflect the last update date (LUD) for your case. So always refer to the actual receipt for official dates.

No, I wouldn't tell that it's a LUD. In my particular case the I-140 hard copy receipt says RD=Jine 14, ND=July 5, but the on-line page shows "On July 3, 2007, we received this I140 blah-blah", and this date has not changed since the beginning even though there was a LUD on 08/12. My only assumption is that July 3 was the data of a first entry in some database or something like that, and it has nothing to do with either RD or ND.
