does this mean INS is in snail-mode again, or it just happen that they are approving non-rupnet users?

Give it time..

Usually the approvals tend to slack at the beginning of the week and pick up pace as the week progresses. This is in tune with the proven fact that often Mondays and Tuesdays are not very productive days in any office. The most productive day of the week is Wednesday and then productivity decreases as the weekend approaches. Besides, the AVM doesn't seem to update very frequently. Until we receive the actual notice in mail, we have only the AVM to rely on.
 
Yes I agree, I think most approvals are heard towards the end of the week...most people who check their AVM finds out normally at the end of the week too....so hang in there....you should hear a lot more soon....
