It seems slower at the end of fiscal year!

The processing in EB-485 seems to be slower these days ( at least for EB-458 in NSC). Does this mean tyey are busy in doing something at the end of fiscal year? how can they reach the goal to reduce the backlog to 20 month at the end of this month?... Per official processing time, it is only in Feb, 2002. Even per rupnet.com, they only process cases mostly in July, Aug and Sep.
 
I have also noticed this, and I belive since the officers also have to do their yearly reports or their reviews. i.e. they probably have to do lot of paper work since it is
the end of the year, so they might not be getting enough time to do their real work.

Just a speculation.
 
Assuming they do, since it is all computerized, they need to run queries, and submit it....which is something they do once a month anyway (this is the real process).
Anyway, I am assuming 1/03 cases did not get FP2 because of that.
 
Computerized report generation does not seem to be a strong point with USCIS.

Immigration statistics for July have not been posted and we are in the third week of September...
