It could mean several things
1) H1 has expired.
2) Came to US on H4/ J2 or similar non working visa and is working now after having got EAD.
3) Has not worried to extend H1.
4) Has two jobs, one on H1 another on EAD.
5) Got fired, no possibility of h1 (new), but got EAD for one year and hence working on EAD.
In all the cases he or she is waiting for 485 to be approved. His or her I 140 is cleared.
