A possible strategy from BCIS

BCIS has been given a target to process all the immigrant petition within 6 months by 2006.

So, if they delay I-140 processing as much as possible. Achieving this target is a breeze.

By current trend if they take 485 days to approve all the I-140 applications. Additional backlog in I-485 is NILL.

Which means it becomes easier for them to prove that once the I-485 application became valid for approval - they processed it within xxx days. Even though actual lag is 485+xxx days.

If I were at there place - I would do the same thing. Makes sense to me.

And I think that is where BCIS is going currently.
