Bush made an announcement today about his new proposal for those who work illegally in the USA. It is not a sweeping amnesty; instead, it is a way to allow these workers to get the benefits of regular workers in the USA. This will only last 3 years that are renewable. The bottom line is that they wont get the green card except in rare occasions. They will have legal status but no green cards and they may end up leaving america. they will also have the option of getting their retirement money in their home countries. In order for someone to benefit from this law, he or she needs to be employed. Ofcourse Bush did that to gain the Hispanic vote but the questions remains: will the illegal aliens abuse the new proposal to get green cards? I waited 11 years to get the green card and it would be a disadvantage for me if people use this new law to get their green card at a faster pace.

Correct me if i am wrong but didnt' the amnesty in 1986 also was temprorary where they made illegals legal and gave them "Temporary" resident cards and then were allowed to apply after 3-4 years?? CAn anyone verify?

The word "temporary" has two different meanings here and you might get them confused.

The 1986 amnesty was designed to give permanent status to people. It did that in a two-step process. They first obtained a "Temporary Resident Card" (they called it the pink card). It was like asylum in that it gave most but not all benefits of the green card.

After one year, they applied for the actual green card. In order to get that, they had to pass INS tests about English and US history that citizenship applicants take.

What is proposed today is temporary permission to work and does NOT (by itself) lead to a green card.

So President Bush did NOT propose a repeat of the 1986 legislation.
