Don't leave because of these issues, just compete baby!
If the climate is better back home, family, opportunity, etc... do it.
Its natural that jobs are going off shore but there's plenty here still to go around, this has been happening gradually for at least the last decade. Things perhaps are perceived more accelerated given the economics.
No question the trend is there and building, but there will be plenty of tech. jobs here for the next 5-7 years, at least in my crystal ball, just position and compete.
Registration - everyone will eventually be participating in it. Look at all the bureaucracy you need to get thru. to emigrate, or come here as a student, its just a little more paperwork - these are unclear times and people are putting in the procedures that are questionable, but just consider it one more step in the overall process.
