Issues with receiving an F-1 visa

My wife has a cousin who is a citizen of a country in eastern Europe. My wife's cousin came to the US last year on a F-1 student visa. At the end of the academic year he returned to his home country. His visa expired in June or July, so he went to the embassy to get a new one. His interview was on July 27th, and the embassy placed his application in administrative processing. The reason behind the administrative processing was he didn't have a transcript from the university he attended in the US last school year and was planning on going back to. Everyone is freaking out because he is supposed to return to the US on Friday this week, but his visa still has not been approved. From what we heard the embassy said they would contact him when they receive the transcript and his visa processing is finished. We don't know if he was given any paperwork at the time of his interview. Since then my wife's cousin received a copy of his transcript, but there still is no communication from the embassy regarding processing. We checked the US Embassy website for this country, and it said don't email asking about status until your case has been in processing for 60 days. Is there anything anyone can do to get the visa approved or even check the status of the visa by the end of the week?
