I've been working aboard for years. for the military. After my wife was approved for PRC, but before she actually entered the US, we applied for N-400. We were denied, because she applied before entry into the US (~10days diff between CR1 approval and Entry). The PRC indicates the date she entered, but we with the understanding the date should be the approved date since we both were working for the USG abroad and we both had LOAs. How do we fix the date on the PRC?

The date she becomes a permanent resident is: the date her Adjustment of Status is approved, if she did Adjustment of Status in the US, or the date she entered the US with her immigrant visa, if she did Consular Processing abroad. Just being approved for an immigrant visa or getting an immigrant visa doesn't make her a permanent resident -- she is just a person with a visa. She does not become a permanent resident unless and until she enters the US with it, and the CBP officer determines she is admissible and processes her for admission as a permanent resident. (This is important for many things; for example, even if she got a CR1 visa, if she enters the US after she's been married for 2 years, she become a non-conditional permanent resident with a 10-year IR1 card, because the date she became a permanent resident is the date of her entry, and she was already married for 2 years on that date.)
