Is Transfer of case considered as RFE

HI,

My EAD renewal case is transferred from CSC to TSC. Is this considered an RFE. Can i go to local office to get iterim EAD after 90 days of recipt date.

No. These are random 5-10% transfers. But local Office can generate a RFE.
