I did lot of research on O*NET and SVP requirement for my occupation which is a Senior Mechanical Engineer. The job zone is 4 with SVP 7 to less than 8.
In job zone 4 it was mentioned that "A minimum of two to four years of work-related skill, knowledge, or experience is needed for these occupations" For example, an accountant must complete four years of college and work for several years in accounting to be considered qualified. Minimum 2 to 4 years requirement is for entry level position. However mine is a senior level job. Hence, my employer says that for my position they need atleast BS + 8 years of experience. They need more experience than Bachelor or Master degree. I have only BS degree with tons of experience. I told them it will be very difficult to prove above requirement.
I told them to request BS+5 years experience, which will has a SVP preperation time of 7 years which will be in between 7 and 8.
I have found an internal document of O*NET which says the exact SVP value for Mechanical Engineer is 7.5.
If SVP is 7, the preperation time is 2 to 4 years.
If it is 8, the preperation time is 4 to 10 years.
These requirements are exclusive and do not overlap with each other.
If it is 7.5 then the preperation time of will become 7, based on the average of (4+10/2). Now, will the 7 years of SVP preperation time (BS+5 years)will be considered as a normal for the occupation?
Now we are confused how to attest the question H12 in the PERM form, "Is this requirement normal for the occupation?" which is a critical question for Audit, Denial or approval ect..
Now how to attest this important question?
