Is this person eligible for USC?

I need suggestion/clarification in order to be eligible for USC: here is the scenario:

• Green Card acquired (via family sponsor): January 1, 1999
• Education in India: since January 1999 till January 2004 (In and out to the US during this period but stayed not more than 2 months thus does not satisfy 30 months physical stay requirements.)
• Residing in the US since January 2004
• 30 months physical presence will satisfy on: July 2006

1. Can this person satisfy general naturalization requirements?
2. Will there be any issues in naturalization process if this person wants to marry sometime during November 2006 in India?

Your comments are appreciated.

PS: This is the situation of our close family friends (lack of internet usage [no wonder they are doctors])

How long did he stay in India per trip after he left US? i believe it is a deal or kill issue.

he could fulfill the Physical Presence in the US requirement, however, he also needs to fulfill the Continous Residence requirement too
 
While doing education back in India she was visited US for just couple of weeks in each trip. The length of stay in India was always more than 12 months.
