Is this normal?

I am the petitioner for my parents on consular processing track at the same time. I paid AOS fee online and just sent out AOS forms and NVC hasn't received it yet. But then I found that the IV processing fee has already been generated in my mom's case. Is this normal? My understanding is that the IV fee will be generated after AOS processing. Meanwhile, my father's IV invoice has not been generated yet.
 
You are right. I called NVC and I was surprised that they haven't received my father's DS3032 even though I sent both parents' DS3032 via email at the same time a few weeks ago. It seems email is not quite reliable.

I alraedy mailed DS3032 using post office. can i go ahead and e-mail them too?
