does this mean approved ??

2 weeks back my friend got rfe, which he never received and now the status is changed to above.

this is RFE. remotely it can be approval. But most probably it is RFE
this usually happens when the lawyer does not get RFE because of change of add or something or there is a change of add. they resend it to the person. meaning your friend
