i received the following mail and i would like to confirm if it is a scam.

Hi,

this is definetely a spam. Do not reply to them. There is information on travel.state.gov regarding these spams and KCC does not send a winning notification by email. And they will not do it for DV-2008.
 
It's a scam.

Yup! it's a scam. You should fwd that email to appropriate authority.
