Is there really DISCRIMINATION to all new comers in canada seeking for IT jobs?

not in the private sector, if you are in the semiconductor design..

from my own experiance, even at the height of the recession last year I could get multiple interviews and a job offer in toronto..work exp. in the USA is very much valued.

Canadians in general give value only for Canadian/US education/work experience. So if your resume does not have this, it might take far more time to get right job

Currently, I have 4 years IT work experience in US plus 3 years from my country of origin...

I am in a similar situation, but I am trying to get a job, applying from the US and having very little luck. Would it make a difference If I am trying to get a job by being in Canada ?

If there is real shortage of people with your skills in local market,
then I think it shouldn’t matter from where you are applying from.
Otherwise you should use your judgement as to how to beat others
in the race
 
It could make a difference. Here is my story.

I landed in Canada (toronto) in July 2000. I stayed here 2 weeks. opened my bank acct, got SIN #. Tried to get a appartment. No luck. Without Job it was almost impossible. Got no Job offers. Applied to many places (at that time the Job market was much better). I took a cellular phone with a local toronto number and used to give that in my resume (trying to fool them that I was in Toronto). It seemed to make some difference. After going back I got 3 or 4 calls (All of them thinking I was in toronto and I used to tell them I can be there next day for an interview if needed). I attended 2 interviews but could not land any. I came to Toronto for a few days for those interview. After that I went back and luckily the US company I was working for had a project in toronto and I took the offer they gave and moved to canada permanently in November, 2000. I worked till the project got over in Jan, 2002 and since then I am laid off and looking for work and havent gotten any response.

You can try giving somebodys local number in toronto (or wherever you land).
