Is there an expiration time on priority dates for F1?

If someone has their priority date coming up to get a green card as a relative of a US citizen, how long can they wait after the priority date arrives before actually obtaining the green card? For instance, could she wait for 10 years after the priority date, until she actually decides to immigrate, and then use the old priority date to instantly obtain a green card?

You have to apply within a year of your priority date becoming current or it is considered abandoned.
