Is there a way to get iEAD from ASC before 90 days?

I got mine in one day in Fresno Office in March. I don't think it is working the same for others offices in CA.
 
A guy who works with me tried once in SJ, but that was a year ago, They did not let him have it. He simply took unpaid vacation until eligible for iEAD. A year after that he got an RFE for EVL, 3 years of taxes and 3 last paychecks. Everything went well, noone raised any issues. He did not have a lawyer, he filed AC21 for coming to work here and did all immigration papaerwork for himself after leaving previous company.
