Is there a Non-Profit center for Abused Immigration spouses??

My wife came to know this lady from Russia, who came here, to San Diego, CA on a fiance visa with her American husband. They did get married here, but since then, her hubby, refused to apply for the GC, beats her, abuses her, and looks like just wants to use her until her visa expires and then send her on the street without a green card and without any money to go back home. I'd like to refer her to some agency that can protect her. Does anybody know of any agency like this? Is there one in Southern California??

Oh, my god! That's terrible. I can't believe it really happenes.

If I were her, first call 911, so she can get police record for the evidence of physical abuse. Then do self petition immidiently, after that, her status will be legal as AOS. If I was right. Then call National Domestic Violence Hotline 1-800-799-7233 or 1-800-787-3224 for shelter. So she doesn't need to live with her husband anymore. Oh, don't forget to do I-765, so her EAD will be approved within 3 month then she can find a job.
If she has some money, she can find a local immigration lawyer for further help. I'm sure there are lots of immigration lawyer in SD CA in yellow book. Best wishes!
