Is there a backlog on EAD and AP

I applied for my EADand AP renewal in Jan (RD 9th JAN). I got my EAD approval in FEB but AP is still not approved.
 
I think it case by case

My AP was received on Feb 20 and approved on Apr 9th.
 
EAD and AP filed on 12/4/02. Still waiting for both. Spoke with IIO 3 times. Told all 3 time they are sending a reminder to the officer.
