Looking at Rupnet Jan 2002 Approvals and assuming that most of the entries are right (No Typos), it seems that BCIS is going by priority dates rather than Receipt/Notice Dates.
 
I did have this doubt. But if you scan the JAN-02 approvals in the rupnet, you can't say this for sure.

The priority date box in my receipt is empty, what does it mean? any thoughts?
 
Priority date in mine was same as receipt date. I had my I-140 from VSC. I have noticed few people had this problem. My lawyer told me not to worry about it.
