Is the filing fee for i-130&i-131 waived for military active duty members?

My husband is in the military. I read the "how to apply for a green card - do it yourself" thread, it mentioned about submitting copy of military ID. So I am wondering why?

Is there any benefits about it?
 
As far as I know, there is no waivers for dependents. only fee waiver available is for the n-400 application for Active duty member
