Is the country where you live important when applying for the DV lottery?

Im registered in Germany 2 years ago and that is the country where I was born. I do not live there though. I have been living in other non-European places and am currently relocating. Now that Im back in Europe, I am still registered in Germany but I dont live there. Im currently living with family and friends. I will probably be registering in Holland at my mom's house but Im not sure as of right now. Which country should I put as my the country where I currently live? How important is this question? Will they as me to provide proof about this place I put if I win the lottery?
 
The term "Native" ordinarily means born with a particular country, regardless of the person's current nationality or residence. So Germany in your case. The country where you live is not important.

As for proof, you will need to give them a birth certificate when you are selected for further processing.
