Is the $50 reciprocity fee waived for Canadian PR holders?

I am an Indian citizen but also have a Canadian PR. Is the $50 reciprocity fee waived? I saw a post somewhere on this site which indicated this. Please confirm.

Reciprocity fees are based on your country of citizenship, not country Of residence. You will have to pay the reciprocity fee.
