IS that the way to get Green card ?

Hi I need your help if you had such experience.
I came to US with DV and have received welcome notice three times and couldn’t received green card and I called to the national center and I have been told that it has been returned to them and told to wait they will received it to me it is more than three month and I keep calling them finally I have been told the card is sent to you so you have to file I 90 b form and I did so it came with the response of it is lost or damaged so I have to pay $260 to get the card is that the way how it works? is that fare to pay such amount? please any one who has such experience

The OP has received his welcome notice, but the GC never reached him. There may be problems with his address. I wonder if he asked them to double check on the address.

In any event, he was asked to file I90 for replacement of the GC. He is a PR already and is simply having his card replaced. I would advise to double check on the address, since the new card may end up with the same issues...
