Is Student Fellowship (IRS exempt) considered an employment?

My F1 student wife is doing a fellowship program for her professor. The only benefit she gets from this is lowered tuition fees. She did get an IRS from 1042-S, but it's fully IRS exempted.

When asked for information about present employer on the GC forms, should she say "None", or write the name of the university?
 
Is she working fro the prof. either for work study or for tution reimbursement.
then you can write the univ as your employer. However, if you want that income to be considred for I864 I dont think that would really count as income per se as required by the INS
